Shantaram Naik M P has said in a statement today that in case every irregular recruitment in government services , invites criminal action, then, the government should also order criminal investigation of pre-employment cases.
Clarifying further, Mr Naik said, recruitment during Congress regime, was done by following regular recruitment procedure for certain vacancies to the post created but , presuming, that the BJP finds certain irregularities, in these recruitments, the case of pre-employment recruitment , done during BJP regime , is worst, as there did not exist any post and recrutment was done fradulently. Naik said that these recruitments should be investigated under sections 420 (cheating), 465 ( forgery), 468 ( forgery for the purpose of cheating),120B (criminal conspiracy)
In the case of pre-employment, the Congress government when it came to power, tried to accommodate the victims of pre-employment scheme on humanitarian grounds and , did not throw them on the road. He said that in the matter of “Ladli Laxmi Scheme”, entire cabinet has entered into a criminal conspiracy to deprive a large section of bahujan samaj of the scheme. A meeting of BJP Ministers and MLAS was held on the day of inauguration of the scheme and, only BJP ministers , MLAS and the party workers of BJP, were taken into confidence by the Government.
A public scheme, if implemented clandestinely,to loot the government treasury of 150 crores annually, in the name of “Ladli Laxmi” scheme, it calls for criminal prosecution of the criminal conspirators , Mr Naik says in his statement.
Naik said that the BJP government , which claims to bring in transparency in the government, should put the scheme along with the form on the website, so that, anyone who is entitled to apply can download the form. The Government should make a detailed statement in the Goa Assembly about the implementation of the scheme and, as to how the government proposes to implement the same in fair and transparent manner.
