Mr. Shantaram Naik M.P. stated that Goa should not be made to share its 50% quota of NIT admissions with Union Territories of Daman and Diu, Dadra and Nagar Haweli, and Lakshadweep Islands, and that, alternate arrangements should be made to fix the quota of these three Union Territories.

Addressing a Press Conference in Congress House today, Mr. Naik welcoming the decision of the government to establish one NIT institution in Goa, said that as per the present announcement of Government of India, Goa will not get 50% quota in the matter of NIT admissions in the proposed NIT institution, and that a part of this 50%, which may be around 15 % , will go to the three Union Territories.
Mr. Naik has suggested that the Ministry of Human Resource Development should either accommodate the three Union Territories in the All India Admission quota of 50% or the Union Territory of Daman and Diu and Dadra and Nagar Hawali should be accommodated in the State of Gujarat and Lakshadweep in the State of Kerala.
Mr. Naik said he is going to take up the matter with the central government and that he will also advise the state government to pursue the issue with the central government. Referring to the Draft Education Policy, of Goa Government, Mr. Naik said that any policy merely gives a direction but real reforms can be made only by improvising the laws dealing with education.
Mr. Naik has therefore suggested to the Goa government that a committee should be established to examine the provisions of Goa Education Act 1985, Goa Education Rules 1986, Goa Education Board Act 1975 and Goa Education Board Rules 1975 and make necessary changes in them to make education reforms a reality.
Mr. Naik also suggested that matters related to school complexes, Parents and Teachers Education should be incorporated in the Education Act. Mr. Naik suggested that the Draft Education Policy must recommend changes in Education Syllabus to lay stress on teaching local history and geography, similarly, students should also be given a few lessons on human rights.
Mr Naik said the proposed NIT will require 250 to 300 acres which land the government should acquire at the earliest.
Mr Naik said that it was unfortunate that several students from Goa were virtually harassed by NIT authorities for the last few years, while giving them admissions reserved for non NIT states.
