Goa: RP 2021 notified for last four coastal talukas, entire process complete.

Goa government has notified Regional Plan 2021 for the four coastal talukas on Thursday capping the entire process of having the land use plan for the state. Plans for Bardez, Tiswadi, Salcette and Mormugao were approved by Town and Country Planning Board and State Level Steering Committee, last month. Chief Town planner S Putturaju said that with the notification of these four plans, the state has completed entire exercise of having RP 2021 for Goa. He said that Release III of these plans have also been notified Thursday. Release I and II have already been notified along with other talukas.

The entire exercise which was supposed to be concluded by June 2011 was delayed due to non finalization of plans of the four talukas. “Being biggest talukas it took almost 45 days for officials to draft them,” official said. Putturaju said that the plan will be kept for public scrutiny for 30 days from Friday. During this period, people can point out specific errors pertaining to the plan of respective talukas to the Taluka level technical team or panchayats.“These technical teams and panchayats will then discuss the same with TCP but after prior appointments. This is basically called as certification process,” Putturaju explained adding “ since this is a final report, no suggestions would be incorporated in the report’.

Putturaju said that there is only one eco tourism zone in entire four talukas which has been planned at Cavelossim in Salcette taluka. He said that these talukas already have enough density of projects such as hotels, which cater to tourists. “That is why there was no need to have any more eco tourism zones,” Putturaju said. In the plans, 0-200 metres from the high tide has been marked as no development zone, which is in sync with the CRZ Notification, 2011.  Putturaju said that old structures, which are permitted under CRZ, will not be touched.The state government, which had notified plans for Canacona and Pernem taluka first, had received severe criticism by way of feedback. The plans for mining rich areas- Quepem, Bicholim, Sattari and Sanguem were notified together, followed by plans for Ponda Taluka.
